Summary

When installing the Workflow Web Service, the Complete Install option in the Workflow Installation Wizard does not allow for custom default IIS website names. If you have a custom name for your default IIS website, choose the Custom Install option. Choosing the Custom Install also lets you choose a non-default IIS website for the Workflow Web Service on the IIS Options page of the Installation Wizard.
