When you attempt to add a primary license, you may receive the following error message:

The XML digital signature checker failed to initialize. (2038)

This issue can occur when the License Manager service is running as Local System. In certain situations, an internal License Manager component is unable to access the user password for Local System.

Create a new local user account on the License Manager server that has local administrator rights to the machine. Then configure the License Manager service to run under that user account instead of the Local System account.
