Safari on the iPad is designed to not display any scroll bars. You can use one finger to drag up, drag down, or drag sideways to scroll the entire Web Access page in the desired direction.

In order to scroll within the individual panes of Web Access (e.g., the folder tree pane or the folder browser), use two fingers to drag within the desired pane.
