Fixes for version 7.1.1

• 1011090 Scanning in Web Access Silently Fails. (24151)
• 1001076 An "Error 7370" Occurs When You Apply a Public Stamp. (23360)
• In certain situations, Web Access was too strict in verifying rights and would prevent you from deleting shortcuts that you should be able to delete. This issue is now resolved. (24123)
